He also has a power supply listed that looks like it has a pair of either 866 or  866jr tubes and some lower voltage rectifiers.
It is listed as an amplifier.

I agree HBR with BFO. But what is the device next to the vernier? looks like and octal tube with a fixed knob on top.

Looks homebrew to me.  The "identification" as National comes from the use of a National dial.
