[Boatanchors] How to use a Amperite 2B14 Ballast Tube?

I have been trying to find data re. the 2B14 ballast tube and
the Internet has failed me.

Does anyone have the specs, please?

 From what I read I gather that ballast tubes regulate current
rather than voltage.  Yes?

Anyone know what radios used the 2B14?

Is there any other purpose they might be put to?

There seem to be lots of them out there and they are real cheap.
