Can that be done using the cited article or would his circuit have to be 
modified?

Other than bandwidth is there any regulatory problem with transmitting
two kinds of modulation at once?

I would anticipate that most of the modern digital devices and programs
could pick-off the digital portion while ignoring the voice.

This sounds especially useful for emergency comms.
