[Boatanchors] R-270/BC-794 XTAL control

Information on the "MC-531 Improvement Kit" which is the crystal oscillator
add-on to the BC-779 appears on page 88 of the 1948 version of TM11-866.
This version of the manual includes BC-794A and B in its coverage.
