[Boatanchors] R-270/BC-794 XTAL control

Thanks toall who responded.  After hearing froma few folks I dug out my 
BC-779 manual (TM-11-866) and found that the information was all there.  I 
should have looked there first.  Had never seen one of the crystal 
oscilators installed before this one.
