[calix-nsp] Bridge three separate ONT.

I am trying to setup an configuration for a customer
that entails bridging (as in layer 2) three ONT at different
locations.  I have all three 716-E ONT configured and working
with the same VLAN assigned.  We can "talk" via IP but simple
layer2 does not appear to be working.

Any suggestions on what to check.

Calix E7-2 box with slot 1 being a GE-24 card.
All 3 ONT are 716-E.
