[cisco-bba] Removing support for L2F in 12.4T

L2TP for SGBP has been introduced in 12.2(4)T, and L2TP is preferred if
two RAS support both protocols.
But if you want to run SGBP between a pre-12.2T RAS and a new 12.4T
(with L2F removed), this wouldn't work anymore and is the only real
issue to be considered..
