[cisco-bba] Unused VCs

We have an ATM interface on a Cisco 7206VXR that we want to clean up the
config.  It has hundreds of individual entries that could be put into a few
"range" commands with "pvc-in-range" for the few PPPoE we have (the rest are
PPPoA).

Let's say we build for a range of 1000 VCs and use just 80% of them, because
there are some gaps.  Are we wasting resources?  Should we better build
ranges that encompass each "block" of VCs in that interface?
