[cisco-nas] 3620 "invisible" typing

This symptom - a vty that fails to echo - has cropped up
from time to time over the years.

CSCdj05366 (Integrated-in 11.0(4.2))
(I think some others ...)

but yours is:

CSCdz36877 no echo of characters on vty exec

fixed (once and for all, we hope) in 12.1(18.4) 12.2(15.1) 12.2(15)T.
