IOS 12.3 images are at http://www.cisco.com/cgi-bin/Software/Iosplanner/Planner-tool/iosplanner.cgi?majorRel=12.3 .
You need a better-than-guest CCO account to get there, and you
need to be entitiled to run the downloaded image.

In your case, assuming that you are entitled to run the 12.3(1a)
image that you have, since 12.3(1a) is subject to a TCP security
advisory, you would be entitled to a free upgrade to 12.3(3e), 12.3(5b)
or 12.3(6). See http://www.cisco.com/warp/public/707/cisco-sa-20040420-tcp-ios.shtml#fixes .

If you have a PC running Windows available, the Solarwinds TFTP server
will work well. http://www.solarwinds.net/Tools/Free_tools/TFTP_Server/
