[cisco-nas] DS0 active on an AS5350

Surely if we say that there have been 36 DS0's concurrently 
active on one E1, this must be a bug.

We've had a variety of bugs in this area - one such is
CSCdz71034, fixed in 12.3 (although this seems to cause
the count to be too LOW rather than too high.)
