[cisco-nas] Problem with PPPoE, post-authentication timeouts?

Found the problem.  The power outage was a red herring.   

Looking at RANCID change logs from after the outage I eventually
realized that the Virtual-Templates were ip unnumberred Ethernet 3/0.
Ethernet 3/0 has been in state shutdown for a couple of months.  I
removed the IP address from Ethernet 3/0 late Friday evening.  That was
causing the 3661 to hand out 0.0.0.0 as the remote gateway IP during the
ppp negotiation.

Shows the problems you run into when not following best practices; like
using an IP on looopback for things that need to use a stable ip.
