[nsp] netflow on GSR

Running 12.0(17)S on a 120012.

Netflow isn't sending traffic at the rate I'd expect it to (not at the same
rate as my other 7500s).  I suspect there's some knob I forgot to turn but
can't find it.

Config looks like:

interface GigabitEthernet2/1
 ip address blah
 no ip directed-broadcast
 no ip proxy-arp
 ip route-cache flow
 negotiation auto


ip flow-export source Loopback0
ip flow-export version 5 origin-as
ip flow-export destination blah blah
