>From looking at your 'sho diag 12', it appears that your VIP is wedged.
Thus it will not detect any cards.

i just installed a vip4/80 in a 7513 and am not having any luck bringing
the card up - i reloaded the router manually when the bus did not reset
itself (i don't know that this was the way to do it) - does anyone have 
any thoughts on this:
