[nsp] OSPF Adjacency Flapping

Hello
There is an OSPF neighbor continuously changing state between Down and Full. I recieve the following output from debug ip ospf adj:
Dec 13 16:51:22: OSPF: Bad seq received from 192.168.170.2 on Tunnel55
Dec 13 16:51:22: OSPF: Send DBD to 192.168.0.75 on Tunnel55 seq 0x1CD0 opt 0x42 flag 0x7 len 32

Where I should look for the solution? I would appreciate any suggestions. Thank you in advance.
