[nsp] NPE400 supported code

Im running or i haved tested  this:

12.0(18)ST : BGP + ISIS + MPLS  without problems
12.0(21)ST : BGP + ISIS + MPLS  without problems
12.0(23)S1 : upgraded last week without problems too.
