[nsp] NPE400 supported code

We're looking at starting to buy NPE400's rather than 300's for future 
VXRs...but I'm not sure they'll run the code we want.  Cisco's hardware 
software compatibility matrix has no mention of 12.0ST.  Can the NPE400 
run 120-19.ST2 and similar versions?
