[nsp] cisco-nsp upgrade

	well, as part of the constant change going on here,
i've upgrade cisco-nsp to use MailMan instead of SmartList.

	Hopefully this will do a better job of auto-detecing bounces
(esp from those obnoxious exchange servers) as well as catching
auto-replies better.

	If you notice any problems, please let me know.

	The list archives are in a slight state of flux so please
give me a day or two to make them work again.

	I also hope to get searching working soon also.
