[nsp] 3640 hardware/software problem

I'm having problems getting  NM-2FE2W to come up. I painfully used rommon to 
load up IOS 12.2T from console still no dice.

Someone told me to try a revision ending in E which I tried 12.2(6e) that 
didn't work either. 

Anyone have any ideas?
