[nsp] Limiting frame-relay clients

Hi,

We have clients on frame-relay links and I want to limit them to a certain
bandwidth. We used generic traffic shaping (GTS) for this:

interface Serial0/0.2 point-to-point
 description 128Kbps link to client
 bandwidth 128
 ip address [ip address] [netmask]
 ip access-group 150 in
 ip pim nbma-mode
 no ip mroute-cache
 traffic-shape rate 128000 7936 7936 1000
 traffic-shape adaptive 64000
 no cdp enable
 frame-relay interface-dlci 102 IETF

However, checking the *actual* bandwidth usage using MRTG, it appears that
the client is getting more than 128Kbps! How is this possible?
