I would like to see IANA and the all the RIRs actually announce the list of 
unallocated /8s and blackhole all of them at a couple of dozen routers 
scattered around the Internet.  Those that wish to blockhole within their 
ASN could get a BGP feed of these unallocated networks and then there would 
be no more "old" ACLs with blocked /8s that need to be fixed up.
