A comment which won't solve your problem, but may still be
relevant: There is a great deal of difference in terms of
processor load between 1000 more or less permanent L2TP
sessions (think xDSL or similar) and 1000 dialup sessions
(e.g. ISDN BRI) which are rapidly changing. The L2TP
session signalling is rather heavy (speaking from practical
experience here).
