[nsp] IOS image for 827

All code versions have bugs over specific features.
I have 12.2.4YA3 installed on a big bunch of routers running
perfectly.
Everything depends on the features you use.

Not really.
I just did some work on an 827 for a customer and ran into issues in
12.2.4YA3 where the PPPoATM link would drop when the pipe was full of
data.  It's a known bug, fixed in 12.2-4.YA4.
