[nsp] IOS image for 827

Another data point.

FWIW, I tried upgrading a 827-4V to 12.2.4YA4, but the ATM0 interface did
not come up at all (PPP failed it seems); I did some 'debug all'
syslogging, and I noted, for example, this:

so, I had to go back to 12.1(5)YC2.

I wonder if others have experienced problems.
