[nsp] NSA NMSs ?

We have been looking at eexpanding our internal NOC
management. I cam across the paper below which looks
as if it was written for NSA customers.

My questions are:
1. Are NSA customers getting this level of service ?
2. Are any of you doing something similar in your
   own NOC's if so what products are you using ?

We are using Netcool and the usual run of the mill
products Openview MRTG ect. However to try and
achieve the above we are looking at writting something
from 1st bases. However if people are doing this already
why re-invent the wheel.

BTW I dont want to buy NSA services.
