Yes. One of the routers must supply clocking (typical T1 stuff) and
the VPI/VCIs will, of course, have to match on both ends. This is
true for any ATM interfaces, though, not just IMA ones. One thing
to note, however, is that an IMA group containing a single T1 line
is not compatible with a non-IMA T1. There are some additional
control cells added to control the IMA that aren't present on single
links.
