AFAIK, GRE cannot encapsulate 802.x. You could try going the DSLW+ approach,
but since you're dealing w/ a PtP link, try going w/ FR encap and map each
vlan to a DLCI. CPU performance is going to suck, but perhaps that could be
the motivation to make sure the migration project keeps moving :).
