The HSSI card seems to be the cheapest way to go, but there is still the 
problem of an external DSU that supports a channelized connection, which 
I am not sure which ones will. 

We're trying to terminate a bunch of DS1 circuits through a DS3, and 
I've never had to deal with this before.
