[nsp] ATM DSL host on a 7513

Hi, 

 We're running 12.3(1a) on a 7513.  Today we're trying to move our DSL
customers to a DS3 DSL host, and we're having large problems.  Interface
config follows.  If anyone has any idea what might be going on here, I
would appreciate a point in the right direction, we have this same
config working on other routers, but this one doesn't seem to work, and
I'm not seeing why.  If I've not included proper debug or interface
info, let me know and I'll be happy to show you whatever else you need
to see.
