We have 12.0(25)S1 in production on various routers, and it seems to
do the job for us. Some increase in memory consumption compared to
12.0(24)S.

We found in our lab testing that 12.2(18)S has significantly higher
memory consumption (around 20 MB in our case) than 12.2(14)S. A lot of
this is probably used by the "warm reload" feature of 12.2(18)S.
