There may be some rights for certain entities to transfer or resell
equipment and licenses in certain geographies. Best to check with the
proper folks at cisco for an accurate determination.
Additionally, there is a Cisco Authorized Refurbished Equipment program
that offers previously used equipment through Authorized Resellers.
