This sort of license is certainly not legal in germany.

Here, it's either "you have purchased the license" (in that case you can
*always* re-sell it to someone else, of course passing on all copies of the
software, media, and so on), or "the vendor is leasing it to you" (in
which case lots of interesting legal oblications apply to the vendor
regarding "bugfixes" and so on).
