[nsp] 7304 NPE-G100 won't boot 12.2(18)S2?

I have a 7304 w/npe-g100 that won't boot 12.2(18)S2.  I'm wondering if 
anyone else out there with the same box has seen the same thing.. It 
boots 12.2(18)S fine, and boots 12.2(20)S fine.

I feel TAC are dragging their heels to just reproduce my test, asking 
for lots of debugging but just not trying what I've tried.

boot line is:

"boot system flash disk0:c7300-p-mz.122-18.S2.bin"

here's what we see upon booting the box...

Anyone else see this?  I've tried -p- and -k91p- and they both show the 
same circumstances.  12.2(18)S works, as does 20S.
