I've seen something similar with 12.0(18)S "-p" image on a 7200. The
"-is" image worked fine, and 12.0(18)S1 and S2 "-p" images worked fine
as well. Tested on two different 7200s (7200/NPE-225 and 7200VXR/NPE-300),
same result.
I came to the conclusion that the image was mis-built, and didn't do
any further research about it.

Have you tried "-is" (if it is available)?
12.2S releases seem to be "somewhat interesting"...
