[nsp] GSR GigE LC performance

Hi Andre,

peak performance circa 700 Kpps, wih additional features in software this
can decrease to circa 250Kpps.
Engine 2 is circa 4Mpps, this are all Csico marketing figures so if you want
to push teh card to its limits testing is strongly recommended.
