[nsp] GSR GigE LC performance

Be very careful if you plan on doing any MPLS TE, these cards don't
support it very well at all, performance when doing label
imposition/disposition is pretty low.  My experience is that you will
start dropping packets at only about 250-300M or so, with normal
internet packet size distribution...
