[nsp] BGP Route reflector issues with 12.2(13)?

I've seen the same bug in 12.2(13a). Terrible!!! Not posible for me to
open a case because I can't reproduce it now.

Other difference between 12.2(12a/b) and 12.2(13) ( but not present in
the rebuild 12.2(13a) ) is the serious snmp problem CSCdz51138.
