If you wanted to do this by policing and are using 6500s/7600s, you
can try microflow policing.  Works fine in hybrid code, and appears
to be supported just as well in native code.

Basically, if you policed per-microflow with a sustained rate of
10mbps, then the throughput would be 10mbps with one active session,
20mbps for two active sessions, and so on.

There may be similar mechanisms in other switches such as 3550s.
Not sure about any other arch, but it would be a nice knob across the
board.
