[nsp] 7200 NPE-400 and performance/ problems

I've had software problems with NPE-G1. 12.2S still has year+ old
ATM SVC problems and ATM SAR microcode problems. 12.1E seems much more solid.

This is easily solved by obtaining (~$15) a PCI-compactflash adapter and
sticking it into another router. All current IOS versions seem to understand
this just fine, from my testing.
