When you upgraded the code to 12.1(19)E1 from another release, the FlexWAN
related code which is bundled with the new IOS has to be downloaded to the
FlexWAN.

Depending on how many flexwans you have it may take a while. This happens only
during on the first upgrade. After the first upgrade, if you reload the box
again, all the Flexwans should come up right way, as they have the same code as
that of the running IOS.
