It depends which features you need, have you considered running
12.2(14)S3, e.g. Service provider (or even enterprise would fit on your
16MB card)? Or do you need special features of 12.2T?

There is also the 12.3(1a) service provider with a size of 15645684
bytes, should fit on your card, too.
