[nsp] 6509 upgrade and ingress policing

IMHO, I've only upgraded boot images on the 6509 when the old boot image
wouldn't support the new hardware I installed.

Im about to upgrade our 6509 msfc2/sup2 with IOS
c6sup22-psv-mz.121-19.E1.bin. Is it imperative that I
also upgrade my boot image to 
c6msfc2-boot-mz.121-19.E1.bin ??
What happens if I dont?

Also, egress policing works to limit traffic to
customer vlans, is there a way to limit ingress
policing(traffic from customer vlans)? I tried
defining a policy map and applying it into the same
vlan interface where input policy is applied ( is it
service-policy output policy-map??)  but doesnt seem
to work. Can this be done?
Setup is below

internet <->6509<-vlan trunk->3548<->customer
