[nsp] 6509 upgrade and ingress policing

For sup2/msfc2's, you don't even need a bootldr, and can boot the native image 
directly off of sup-bootflash. I keep a boot image on the msfc2 only in case 
soemthing should get screwed and I needed to revert to hybrid.

If there's caveats to doing this, I'd love to know, but it seems to work fine.
