[nsp] Tuning buffers on 6500 MSFC2 hybrid

I have a MSFC2 running hybrid IOS 12.1(12c)E5 that is logging buffer
allocation failures for Medium buffers. The problem is that there is not a
config command to adjust the medium buffers.

You can adjust the middle buffers, but not the medium ones. Does anyone
know of a workaround to this problem? I found bug-id CSCdx15857, but it
doesn't provide a workaround. According to the bug-id the issue isn't
serious.
