The order of execution should be,

Inbound:
    route-map
    filter-list
    prefix-list
    distribute-list

Outbound:
    distribute-list
    prefix-list
    filter-list
    route-map

Note that for route to permitted it has to be allowed to pass through all 
before the update is allowed so one filter doesn't take precedence over 
another -- It's a logical "and" operation.
