[nsp] intermitten ping lags on 7500/rsp4/256M

We are running C7500 with IOS rsp-isv-mz.122-3 without any problems. We have
EBGP with outside, IBGP and OSPF on the inside and I did not noticed such a
problem. I am monitoring CPU on all C7507 and I have no stange variations of
the CPU.
