[nsp] 12.0S images for 2600

iirc there was a packaging decision in the early life of 2600 images that
made VLAN support to be in the IP Plus and larger images.  however, i
didn't think the hardware itself would not work.  you just couldn't
configure subints.  with the new packaging for the 17xx/26xx/36xx/37xx
platforms in 12.3 mainline and related releases, VLAN support is in
every one of the new feature sets (IP Base and above).

the IP Base 12.3 images for the 2600 are pretty small (8+ megs flash).
please do be aware that you might need to get a SW license to run it tho'
