[nsp] EIGRP and loopback

Ooh, why do you want to do that?

If theyre on FE just config them as 

network w.x.y.z 0.0.0.3 

where w.x.y.z is the /30 on the FE

and EIGRP will discover each other by multicast without configuring explicit 
neighbors.
