[nsp] RPR+ on Cisco 12000s

If you choose to use the 12.0(23)S code, make sure to use latest build (S2 currently I believe)
I've encountered CSCdz48235 after upgrade to 12.0(23)S1 which caused a router crash.
Other than that it seems quite stable (at least with what we use).
