[nsp] cos rules in the access

Suppose we have a mixture of voice and data traffic on an access link
between a ce and a pe.
We may assume a vpn based on the Hose service model in an mpls core.
What is the maximum utilization at which a specific traffic type like voice
can be operated
on an access link (ce--pe),while still meeting a particular delay
requirement.Is there
any limit to that,for example 50%,75% etc.What most providers are using?
I have raised this question on a modified manner in the past.
